Number of inmates in California notoriously overcrowded and inefficient prison system skyrocketed from 76,000 in 88 to nearly 170,000 in 09. Spending 99-09 more than doubled $4.7 - $10.8 bill. Driven by tough-on-crime measures such as the three-strikes law and increasingly harsh sentences imposed by lawmakers.
