With the event of new hybrid and electric cars, lawmakers might as well legislate new rules - 1. No car will be allowed to idle engine on public streets 2. All cars must recuperate braking energy. 3. All new highways built must have steel elements, cables or beams, embedded, for data and power supply or battery recharging.
