1 out of 133 U.S. residents were in prison or jail at the end of last year 08. Total number of behind bars is 2.3 million. Federal prison population grew in 08 to a record 1.6 million and is rising. The prison population grew less than 1 percent last year. The previous decade saw inmate population grow by an annual average of more than 6 percent.
